PM Modi Calls for a Secular Civil Code in Independence Day Speech

On the occasion of the 78th Independence Day, Prime Minister Narendra Modi delivered his 11th address from the ramparts of the Red Fort on Thursday, August 15, 2024. During his speech, Modi emphasized the need for a “secular civil code,” arguing that the current legal framework functions as a “communal civil code” and fosters discrimination.

“A large section of the country believes, rightly so, that the civil code in place today is effectively a communal civil code that discriminates among people,” Modi stated. He emphasized that laws that divide the nation along communal lines and perpetuate inequality have no place in modern society.

He further remarked, “It is the need of the hour for India to adopt a secular civil code. For 75 years, we have lived under a communal civil code. Now, we must move toward a secular civil code. This will help eliminate religion-based discrimination and reduce the disconnect that many people feel.”

The Prime Minister highlighted that the Supreme Court has provided various directives in favor of such a code, and he referred to Article 44 of the Constitution’s Directive Principles of State Policy, which calls for a Uniform Civil Code across India. Modi stressed, “It is our duty to fulfill the vision of the Constitution’s framers. I believe we need to have a serious discussion on this matter.”

He also pointed out that Uttarakhand has recently introduced its own uniform civil code. Last year, the government referred the issue to the Law Commission, which initiated fresh public consultations on the matter.
